MIB Cracks Down on OTT: No More Glorifying Gangsters in Web Series & Biopics

New Delhi, October 29, 2025 – The Ministry of Information and Broadcasting (MIB) has sounded the alarm for OTT platforms, issuing a stern advisory against content that romanticizes gangsters, criminals, or real-life crime figures. In a fresh circular dated October 27, the ministry reiterated its 2021 guidelines, urging streaming giants to exercise “due caution and discretion” before releasing films, web series, biopics, or documentaries inspired by underworld dons and organized crime.

This move comes as crime dramas dominate Indian OTT screens, with hits like Mirzapur, Sacred Games, Paatal Lok, and Delhi Crime drawing massive viewership by blending gritty realism with high-stakes storytelling. The MIB warns that unchecked portrayals could “adversely affect public order,” incite violence, harm India’s sovereignty, or strain relations with foreign countries—especially if content misrepresents national security or glorifies anti-social elements.

“Publishers must be mindful of the social and political implications,” the advisory states, referencing the Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021. Under this three-tier framework—self-regulation by publishers, oversight by industry bodies, and government intervention—platforms face heightened scrutiny.

Why Now? The Crime Genre Boom

From Bollywood classics like Don (1978), Satya (1998), and Gangs of Wasseypur (2012) to recent blockbusters like Animal (2023), crime has always fueled cinematic fire. But OTT’s uncensored reach has amplified the trend, turning gangsters into complex anti-heroes. Industry insiders whisper that the advisory was triggered by growing concerns over “glamorization of violence” and its impact on young audiences.

A senior policy source told Approach Bollywood: “Freedom of expression is sacred, but so is social responsibility. This isn’t about banning creativity—it’s about preventing real-world fallout.”

OTT execs, however, see it as a routine reminder. “We already flag sensitive scripts,” said a top platform representative. “National interest comes first, but we won’t compromise on bold storytelling.”

Hollywood has faced similar heat—think The Godfather, Narcos, or Breaking Bad. As India’s streaming market races toward ₹16,000 crore by 2026, with 60+ platforms in play, the MIB’s message is crystal: artistic liberty must bow to public harmony.
